Statutory Responsibilities of the Commission

According to the provisions of section 5 (a) – (i) of LASIEC Law No. 18, 2008, the functions of the Commission shall be to:

  • Organise, undertake and supervise all elections to Local Government Areas and Local Council Development Areas within the state;
  • Render such advice as it may consider necessary to the Independent National Electoral Commission on the compilation of the register of voters;
  • Provide guidelines to political parties stipulating the rules and procedure for the conduct of Local Government elections in the State;
  • Conduct voter and civic education;
  • Promote knowledge of sound democratic election processes;
  • Conduct any referendum or plebiscite required to be conducted pursuant to the provisions of the 1999 Constitution of Nigeria or any law of the State House of Assembly;
  • Prepare and submit its budget directly to the State House of Assembly;
  • Liaise directly with the Commissioner of Police, Director State Security Service and other relevant security bodies that may facilitate violence-free election fair elections;
  • Consult regularly with all registered political parties in the State and ensure free flow of information from the Commission to Stakeholders;
  • Appoint a lawyer to defend the Commission and prosecute anyone who violates the provisions of the law;
  • Assign poll clerks and orderlies in respect of each polling station or unit to assist at the poll; and
  • Carry out such other functions as may be conferred on it by Law.

LASIEC At A Glance: How It All Began

The establishment of State Independent Electoral Commissions (SIECs) is provided for in the 1999 Constitution of the Federal Republic of Nigeria, in section 197(1) as follows: ‘There shall be established for each State of the Federation, the State Independent Electoral Commission whose composition and power are as set out in Part 11 of the Third Schedule to this Constitution’.

It is, therefore, in line with this Constitutional Provision that the Lagos State House of Assembly established the Lagos State the Lagos State Independent National Electoral Commission (LASIEC) though Law No. 15 of November 27, 2001. The Commission was consequently inauguration on 22nd January, 2002 by Asiwaju Boila Ahmed Tinubu, the then Governor of Lagos State.

The Law has, however, been repealed and replaced by the Lagos State Independent Electoral Commission (LASIEC) Law No. 18, 2008 which has also been further amended by the Lagos State Independent Electoral Commission (Amendment) Law 2016.

The Commission at inception, operated at the Women Development Centre, Agege and Lagos State School of Nursing and Mid-wifery, Ikoyi, before it relocated its present Headquarters at No 1, Lancaster Street, Sabo Yaba on Monday 15th, April 2002.

Appointment of the Present Board

The present Board Chairman and Commissioners were sworn- in on Friday, 10th January, 2025 by the Lagos State Governor, Mr. Babajide Sanwo-Olu following their nomination, subsequent screening and confirmation by the Lagos State House of Assembly.

Composition of the Commission

The Law establishing the commission provides for the Chairman, and Six Electoral Commissioners appointed for a five-year tenure.

The Chairman is the Chief Executive Officer of the Commission and also the Chief Electoral Officer while the Permanent Secretary is the Secretary of the Commission as well as the Accounting Officer.
